Janet O’Neill

BSc DipTP MRTPI

Janet worked in local authorities for 10 years gaining knowledge of strategic planning, local planning and development management. She then set up her practice in York in 1982, forming O’Neill Associates as a limited company in 2003.

She has developed strong negotiating skills through her activities in both local authority and private practice sectors. Her work involves leading a team of five planners who give a wide ranging town planning service to a variety of clients. The Company planners have extensive experience of working in both the local authority and private sectors.

Janet specialises in assessing development potential for corporate clients and other institutions, and in pursuing clients’ objectives through securing planning permissions. For the Company, she is instrumental in obtaining commissions from high profile clients, such as the University of York, York St. John University, Buccleuch Group and NHS Trust. Janet was President of the Royal Town Planning Institute for 2008. She has been an External Examiner at four planning schools and has presented at RTPI National Conferences, the Planning Summer School and at international conferences.

Eamonn Keogh

DipEE BSc MRUP MRTPI MRICS

Eamonn joined the practice in 2014, adding his wide ranging experience from the public and private sectors and as a sole practitioner. As a dual qualified chartered town planner and chartered surveyor, his role as planning consultant is backed up by experience of property management in the public sector and several years as development manager with a major housing company. He has extensive experience in strategic land promotion and residential development at local plan and planning Inquiries and has also been involved in securing permission for housing and mixed use schemes on some of the largest brownfield sites in York, Harrogate and Leeds. Outside of Yorkshire he has advised on the redevelopment of a 1,200 acre airfield in Bedfordshire; retail schemes for a major supermarket chain; and a major urban regeneration scheme in Ellesmere Port.

Graeme Holbeck

MPLAN MRTPI

Graeme originally joined the company in 2009 and subsequently re-joined as Senior Planner in 2014 following a year working as a planning officer in Melbourne, Australia. He has previously held roles as a conservation officer in local government and as a planning consultant, both in the North West of England. At O’Neill Associates, Graeme has been involved in a variety of residential, commercial, education and renewable energy projects. He has led the practice’s involvement in a range of telecommunications proposals and also has experience in the fields of planning policy and appeal-related work. Graeme has an excellent track record of negotiating a variety of applications through the planning process from small-scale developments to major complex schemes.

Philip Holmes

BA (Hons) MA MRTPI

Philip joined the Company in 2006 on completion of his Masters degree in Town and Regional Planning. He is a chartered town planner with experience in a wide range of areas, including commercial, residential and education projects. His most recent projects include the development of a new Sport Park for York St John University and extensions to listed buildings at its city centre campus, a number of developments for the University of York including two 650-bed student residences and major academic buildings, leading planning work on the expansion of a Business Park in an AONB, and the sensitive conversion of buildings in a conservation area to form a serviced apartment development in the centre of York. Philip is experienced in assembling consultant teams, preparing planning applications and negotiating with planning authorities, giving advice on development potential and making representations to promote land for allocation in emerging local plans.

Tim Ross

B​A(hons) DipTP DipMS M​RTPI

Tim joined the company in early 2018 as a skilled and practiced chartered town planner with over 13 years of professional experience. Previously, he was Area Planning Manager at the London Borough of Tower Hamlets where he exercised his delegated powers to determine planning applications and had regular dealings with elected Members and major developers. Tim has worked primarily within the public sector but also in partnership with the private and third sector to deliver high profile projects in London, including Tower Hamlet’s Building Schools for the Future programme, the former Queen Elizabeth Children’s Hospital, Hackney Road, the former St Clements Hospital site, Bow, and the Maddison (Meridian Gate), Canary Wharf. He has developed strong negotiating skills through his work in both the public and private sector.

He is experienced across a range of planning disciplines including development management, major projects, strategic planning and environmental impact assessments, as well as leadership and management. His most recent projects include a number of major development proposals in York and surrounding areas and working with the University of York to develop a development brief, and masterplan for their campus.

Bryony Clement

MSc

Upon completion of her Masters in Town and Country Planning at Newcastle University in 2011, Bryony enjoyed further study to achieve diplomas in Interior and Garden Design.

Bryony has worked at a Chartered Surveyors and Land Agents for a number of years gaining experience working in a number of different areas of the property industry including land and property valuations, tenancy agreements, agricultural notices, compensation claims, and estate agency, alongside her work as a planning consultant. Bryony also spent some time working at an architect’s firm preparing applications for planning and building regulations before joining O’Neill Associates as a Town Planner in November 2019.

Bryony has experience working on rural, commercial and residential schemes as well as local plan representations, addressing various planning issues such as Flooding, Green Belt, the protection of Listed Buildings, and Conservation Areas. Her varied work experience and study provides her with a broad understanding of the property industry and valuable insight into the different needs and perspectives of various stakeholders.

During her time at O’Neill Associates Bryony has been working toward her chartership status as a licentiate member of the RTPI.
